Independent Radioactive Waste Adviser support
RP Alba Ltd provides independent Radioactive Waste Adviser (RWA) services to organisations that generate, manage, store or dispose of radioactive waste, including waste arising from the use of sealed and unsealed radioactive substances.
Appointments are made to an individually certificated and competent adviser, supporting compliance with environmental permitting and authorisation requirements, including the Environmental Authorisations (Scotland) Regulations 2018 (EASR) and equivalent legislation elsewhere in the UK.
Our advice is proportionate to the nature and scale of activities and supports duty holders in maintaining clear ownership of their environmental responsibilities.
Our role as your appointed RWA
Environmental legislation requires radioactive waste to be managed in accordance with authorised limits, standard conditions and recognised good practice.
As your appointed RWA, RP Alba Ltd provides advice and support on matters including:

identification, characterisation and classification of radioactive waste streams arising from sealed or unsealed radioactive substances;

application of the waste hierarchy and optimisation of waste management arrangements;
-
compliance with environmental permits, registrations, standard conditions or General Binding Rules;
-
preparation and review of environmental safety assessments supporting authorised activities;
-
advising on material changes to waste-generating or waste-management activities;
-
waste minimisation, segregation, storage and record-keeping arrangements;
-
supporting proportionate and defensible radioactive waste management decisions.
Advice is provided to inform and support duty holder decision-making, rather than replacing their responsibilities.
General Binding Rules, standard conditions and scope of regulation
Under the Environmental Authorisations (Scotland) Regulations 2018, not all activities involving radioactive substances require an environmental permit or registration.
Some activities are regulated through General Binding Rules (GBRs) or standard conditions, and in certain circumstances may fall outwith the requirement for authorisation, provided those rules and conditions are fully complied with.
As part of our RWA support, RP Alba Ltd advises duty holders on:

whether activities fall within the scope of EASR authorisation, registration, GBRs or exemption;

the applicability and interpretation of relevant General Binding Rules;
-
compliance with standard conditions associated with exempt or low-risk activities;
-
circumstances in which radioactive material or waste may be outwith regulatory control, and the evidential basis required to demonstrate this;
-
ensuring that reliance on GBRs, standard conditions or exemptions is robust, documented and defensible.
Where activities rely on exemption or GBRs, regulators expect duty holders to demonstrate ongoing compliance, not simply initial applicability.
When do you need a Radioactive Waste Adviser?
Not all organisations using radioactive material require formal RWA appointment at all times.
However, competent radioactive waste advice is required where radioactive material becomes waste, or where environmental permitting, authorisation or reporting applies.
RWA support is typically required where:

sealed sources become disused, are accumulated, transferred or disposed of;
-
unsealed radioactive substances generate radioactive waste streams;
-
radioactive waste is stored on site beyond short-term holding;
-
environmental permits, registrations or authorisations apply under EASR or equivalent legislation;
-
activities rely on General Binding Rules, standard conditions or exemptions, and advice is needed to confirm applicability and ongoing compliance;
-
disposals or discharges require assessment or routine reporting;
-
proposed changes may constitute a material change to authorised activities.
Regulators expect duty holders to be able to demonstrate that competent advice has informed radioactive waste management decisions.
Permits, authorisations and variations
Where activities are subject to environmental permitting or authorisation, RP Alba Ltd supports duty holders by:

advising on the appropriate regulatory route and scope of authorisation;

supporting the preparation and review of safety assessments required for permit or authorisation applications;
-
advising on variations to existing permits or authorisations;
-
supporting assessment of whether proposed changes constitute material changes requiring regulatory approval.
Regulatory submissions are made by the duty holder. Our role is to ensure that supporting technical arguments are robust, proportionate and aligned with regulator expectations.
Environmental monitoring, reporting and impact assessment
Environmental permits and authorisations commonly include requirements for routine reporting of radioactive waste disposals and discharges, and for demonstrating that impacts to people and the environment remain acceptably low.
As part of our RWA support, RP Alba Ltd can advise on:

compliance with permit or authorisation reporting conditions;

preparation and review of routine returns of radioactive waste disposals and discharges;
-
supporting submissions to regulatory reporting systems, including SEPA’s radioactive substances reporting arrangements and the Scottish Pollution Release Inventory (SPRI);
-
assessment of doses to representative persons arising from authorised discharges;
-
assessment of impacts to non-human biota / representative wildlife, where required by permit conditions or guidance;
-
review of environmental monitoring arrangements to ensure they remain proportionate and fit for purpose.
Where calculations or modelling are required, advice focuses on ensuring that assumptions, methodologies and conclusions are transparent, defensible and appropriate to the activity.
Who we support
Our RWA services are tailored to the nature of radioactive waste generated. We commonly support:

organisations using sealed or unsealed radioactive substances;

industrial, research and non-nuclear users of radioactive material;
-
employers managing exempt, very low level or low level radioactive waste;
-
contractors and service providers operating under environmental authorisations.
While based in Scotland, RP Alba Ltd supports clients across the UK, working within the applicable regulatory framework.
Working alongside Radiation Protection Advisers (RPAs)
RP Alba Ltd provides RWA services either on a stand-alone basis or alongside Radiation Protection Adviser (RPA) support.
This includes:

acting as RWA while working collaboratively with a client’s existing appointed RPA;
-
providing integrated RPA and RWA advice where both roles are appointed to RP Alba Ltd;
-
ensuring radioactive waste arrangements are consistent with radiation risk assessments and operational controls;
-
supporting clear delineation of responsibilities between advisers and the duty holder.
This flexible approach supports clarity for duty holders and confidence for regulators.
Security, transport and onward disposal
Where radioactive waste is stored, transferred or transported, RP Alba Ltd can advise on:
-
appropriate storage and security arrangements for radioactive substances and waste;
-
interfaces with transport regulations and supporting advisers;
-
coordination with Dangerous Goods Safety Advisers (DGSAs) where transport of radioactive material is involved;
-
engagement with authorised waste management and disposal routes.
Where relevant, we can also support engagement with a client’s Counter Terrorism Security Adviser (CTSA) to ensure that security arrangements for radioactive substances are appropriate.
Engaging with regulators and other advisers
RP Alba Ltd supports constructive engagement with regulators and other professional advisers, including:

SEPA and equivalent environmental regulators elsewhere in the UK;
-
the Health and Safety Executive (HSE) where occupational and environmental requirements interface;
-
the Office for Nuclear Regulation (ONR), including in relation to the transport of Class 7 dangerous goods where applicable.
We work collaboratively with other appointed advisers to ensure that advice is aligned, clearly scoped and proportionate.
Competence and continuity
RP Alba Ltd is led by an RPA2000 certificated Radioactive Waste Adviser, providing continuity and accountability in the advice delivered.
Where appropriate, trusted associate support may be used for specific activities or locations; however, the principal RWA retains responsibility for advice provided to clients.
